We have an exciting role on offer within our Access and Safeguarding service as a Rough Sleeper Lead.

ACT (Accessing Change Together) integrates council staff and partner organisations and provides a range of support and interventions in relation to service users who need support with Housing Support and Homelessness, Domestic Abuse and Substance Use.

ACT (Accessing Change Together) is an integrated service, which means that lots of support services are working together and using a shared case load management system. This makes it easier for service users to get access to services they need so they receive the right support and easier for council staff and partner organisations to work together. The teams work alongside other services including Adult & Children’s Social Care and Public Health, to develop consistent pathways and effective processes.

We have an exciting, permanent opportunity available within ACT (Accessing Change Together) for a Rough Sleeper Lead whose day-to-day responsibilities will include:

  • Work in close partnership with the Strategic and Operational Lead to shape and deliver Middlesbrough’s response to rough sleeping, ensuring strategic priorities and national policy are translated into effective operational practice and measurable outcomes.
  • Lead and manage a dedicated in-house rough sleeping team, embedding a culture of high performance, reflective supervision, professional development and staff wellbeing.
  • Ensure statutory homelessness decisions and interventions relating to rough sleepers are lawful, timely and compliant with relevant legislation, guidance and case law.
  • Coordinate and oversee outreach activity, including early-morning sweeps and the annual rough sleeper count, ensuring accurate intelligence, recording and reporting.
  • Act as the council’s operational lead for multi-agency partnership working on rough sleeping, building effective relationships with commissioned providers, voluntary sector organisations and internal services.
  • Chair Middlesbrough’s Rough Sleeper Action Group, providing leadership, accountability and coordinated problem-solving across partners to address complex and entrenched rough sleeping.
  • Use performance data and operational intelligence to monitor trends, manage risk, inform targeted interventions and drive continuous service improvement.
  • Provide senior oversight of complex, high-risk and entrenched rough sleeping cases, ensuring appropriate safeguarding responses and promoting trauma-informed, strengths-based practice across the service.
  • Whilst in post there will be development opportunities alongside flexible working with the option of a blended working environment (home and office where appropriate). To be successful in this role you need to demonstrate how you prioritise development and well-being of a team, have experience of working effectively with a range of services and have the skills, passion and resilience to work creatively with service users who are accessing ACT and need ongoing support in relation to Housing, Homelessness and /or Domestic Abuse.
